Rear Admiral Neil Rosayro has been appointed as the Deputy Chief of Staff

Rear Admiral Neil Rosayro, RSP, USP, ndc, psc, MSc(D&SS) has been appointed as the Deputy Chief of Staff of the Sri Lanka Navy with effect from 11th July 2015. The letter of appointment was awarded  today (29) by the Commander of the Navy Vice Admiral Ravindra Wijegunaratna at Naval Headquarters in Colombo.

Rear Admiral Rosayro joined the Sri Lanka Navy on 15th November 1982 and successfully completed his basic training at the Naval and Maritime Academy, Trincomalee. During his career he has held sea command of Fast Attack Craft, Landing Craft, Fast Gun Boat, Offshore Patrol Vessel and the Sub Chaser of the Navy. He had also held the appointments of Command Operations Officer East, Senior Staff Officer Operations at Naval Headquarters, Deputy Director Naval Personnel, Defence Advisor of Sri Lanka High Commission in New Delhi, Deputy Area Commander Southern Naval Area, Deputy Area Commander Western Naval Area, Deputy Area Commander of North Central Command, appointments of Director Naval Operations, Naval Assistant to the Commander of the Navy, Director Naval Foreign Co-operation, Director Marine Special Forces and Director Naval Projects & Plans. Officer also held the important appointment of Director General Operations and at present functions as the Commander Eastern Naval Area in addition to the new appointment.

Rear Admiral Rosayro has specialized in communication and graduated from the Defence Services Staff College Wellington India. He also possesses an MSc in Strategic and Defence studies obtained from the University of Madras. He also completed his National Security and War course at the National Defence University in Pakistan.

In recognition of his distinguished service, Rear Admiral Rosayro has been awarded with Rana Soora Padakkama, Poornabhumi Padakkama, Sri Lanka Armed Service Long Service Medal, North and East Operations Medal, Riviresa Campaign Service Medal, 50th Independence Anniversary Commemoration Medal, Sri Lanka Navy 50th Anniversary Medal, Uththama Seva Padakkama, Videsha Seva Padakkama, East and North Humanitarian Medals.

The officer had been directly and personally involved in projects such as developing the Human Resource Management System for the Navy in year 2002/2004, establishing the Rapid Response Relief and Rescue Squadron of the Navy in year 2011, organized 04 Galle Dialog Maritime conference during year 2010,2011,2013,2014 which has reached great success and organized the 60th Anniversary of the Navy and for these efforts the officer has received 05 commendation letters from the Commander of the Navy.

Being a keen sportsman from his school days Rear Admiral Rosayro had represented the Sri Lanka Navy Cricket team from 1983 to 1989 and was the best sportsmen of his batch.
