Navy Commander engages COs of shore establishments in Commanding Officers’ Conclave

The Commanding Officers (COs) of the shore establishments gathered on 23 Jul 25 for the COs’ Conclave 2025, a strategic forum designed to discuss operational readiness of shore establishments of the Navy. Presided over by the Commander of the Navy, Vice Admiral Kanchana Banagoda, the meeting took place at the Navy Headquarters. In attendance were the Navy Chief of Staff and Director Generals of the Navy.

This discussion provided a platform for the Commanding Officers of shore establishments to engage in a thorough and direct dialogue with the Navy Commander and the Navy’s Board of Management, addressing key decisions at the tactical, operational, and strategic levels. A similar conclave was held in the month of June with the attendance of Commanding Officers of the naval fleet.

The discussion saw a broad exchange of views on operational experiences, emerging security trends, personnel welfare, training, administration, and cybersecurity. It also reviewed Navy’s policies, legal frameworks, and future plans, with particular focus on the progress and challenges of officer and sailor training institutions.

Through this nature of dialogue, the Navy anticipates that Commanding Officers of training and shore-based establishments will continue to uphold the operational readiness of the naval force in line with the fleet and other units, in order to achieve the Navy's strategic intent.
